Internal Regional Branches Bylaw of Iran Paad — Cultural-Political Organization
Article 1. Purpose
This bylaw has been drafted to regulate the structure, authority, and manner of operation of the regional and national branches of Iran Paad. Regional Branches serve as the Organization's executive arm in various geographic regions and are considered the Organization's official representative in that area.
Article 2. Definition of a Regional Branch
A Regional Branch is a unit of the Organization established in a country, state, or geographic region, responsible for implementing approved policies, developing local relations, and representing the Organization in that region.
Article 3. Conditions for Establishing a Branch
1. The existence of at least five official and active members of the Organization in a given country or region.
2. Submission of a written request to the Central Council, including details, an initial plan, and a proposed branch head.
3. Final approval of the branch's establishment by the Organization's Central Council.
Article 4. Branch Management
1. Each Regional Branch is managed under the direction of a Branch Secretary, appointed by the Central Council in consultation with local members.
2. The Branch Secretary is required to:
- Maintain regular coordination with the Secretary-General and the Central Council
- Manage the implementation of the Organization's resolutions within their region
- Submit quarterly reports on the branch's activities
- Facilitate connections with local Iranians, civil institutions, media, and universities
- Carry out promotional, cultural, and educational activities within the framework of the Organization's policy
3. With the approval of the Central Council, the Branch Secretary may establish local working groups.
Article 5. Powers and Limitations
1. Branches have limited executive authority within their region but do not have the right to adopt independent media or political positions.
2. Use of the Organization's name, emblem, logo, and documents is permitted only within the framework of the Media Committee's resolutions.
3. Any financial activity of a branch must be under the direct supervision of the central financial officer.
Article 6. Dissolution or Suspension of a Branch
1. In the event of a violation of the Charter, sustained inactivity, or conduct contrary to the Organization's principles, the Central Council may suspend or dissolve a branch's activity.
2. In the event of serious disputes within a branch, the matter will be referred to the Arbitration Committee.
