Internal Bylaw for Intra-Organizational Elections of Iran Paad — Cultural-Political Organization
Article 1 — Purpose
This bylaw has been drafted with the aim of regulating a sound, free, and transparent electoral process for the elected bodies of Iran Paad.
Article 2 — Scope
This bylaw covers the election of the following bodies:
1. The Central Council
2. The Arbitration Committee
3. Other elected bodies that may in the future be approved by the Charter or the General Assembly
Article 3 — Candidacy Requirements
1. Holding official, active membership in the organization for at least 6 months (where not otherwise specified in the Charter)
2. Having no history of disciplinary violation or affiliation with institutions of the Islamic Republic
3. Submitting written notice of candidacy no later than 10 days before the start of voting
4. Committing to observe the organization's fundamental principles, Charter, and Membership Oath
Article 4 — Election-Conducting Body
1. Oversight of the electoral process is the responsibility of the Election Executive Board, which is appointed by the Central Council and consists of at least 3 impartial members who are not candidates.
2. This board is responsible for:
- Receiving candidacy applications
- Verifying eligibility
- Conducting the vote
- Counting votes and announcing results
- Handling any objections that arise.
Article 5 — Voting Method
1. Voting may be conducted in person, online (through secure platforms), or through a combination of both.
2. Voting is secret and direct.
3. Each official member has one vote for each electable seat.
4. Election is determined by a relative (plurality) majority of votes, except in cases where the Charter specifies an absolute or other particular majority.
Article 6 — Election Campaigning
1. Candidates may present statements, speeches, and introductory materials.
2. Personal defamation, disclosure of internal organizational information, and insulting other members are prohibited.
3. The Executive Board may, when necessary, restrict and regulate campaigning within a defined time period.
Article 7 — Election Objections
1. Any objection to the electoral process or its outcome must be submitted in writing to the Arbitration Committee no later than 7 days after the results are announced.
2. The Arbitration Committee is obligated to review the objection and announce its final ruling within a maximum of 10 days.
3. The ruling of the Arbitration Committee on this matter is final.
Article 8 — Revision
Amendments to this bylaw are possible only through a proposal by the Central Council or at least one-third of official members, followed by approval of the General Assembly by a simple majority vote.
