Charter of Iran Paad — Cultural-Political Organization
Iran Paad — Cultural-Political Organization is a free and inclusive institution founded in 2011 in Houston, Texas, United States, with the aim of combating domestic despotism and confronting and resisting the encroachment of colonialism upon Iran's political and cultural structure. The organization considers itself committed to working toward the restoration of the national identity of Iranians, safeguarding Iranian culture and civilization, and upholding the sovereign right of the Iranian nation.
Iran Paad believes that the liberation of the Iranian nation from the cycle of religious despotism and cultural disintegration will be possible only through national awareness, the rediscovery of Iranian history and civilization, and the cultivation of political and cultural self-confidence.
The organization regards the Islamic Republic as a reactionary, anti-Iranian, and repressive system that, through its seizure of power in 1979, assaulted the national identity of Iranians and opened the way for the expansion of colonial and sectarian forces across the country's various domains. Since then, Iran has witnessed the collapse of its cultural, environmental, economic, and social foundations.
In response to these conditions, Iran Paad — Cultural-Political Organization began coordinated operations in the Iranian year 1390 (2011 CE) and was registered in the city of Houston, Texas. It launched an organized struggle from outside Iran, and grounded in the principle of returning to Iranian identity, it was established in pursuit of a unified and comprehensive transition away from the Islamic Republic and the establishment of national sovereignty and an Iranian Empire founded on the will of the Iranian people.
Fundamental Principles of Iran Paad
Iran Paad — Cultural-Political Organization regards the following principles as its essential and immutable intellectual, cultural, and political foundations:
1. Safeguarding the territorial integrity of Iran and confronting any intimidation or threat against the country's territorial integrity.
2. Strengthening solidarity among Iranian ethnicities, lineages, and communities within the framework of a shared national identity.
3. Working toward the formation of a union of countries within the Iranian Plateau region, aimed at expanding cultural, economic, and political cooperation among nations with shared historical roots.
4. Commitment to the tricolor Lion and Sun flag as the historical and national emblem of Iran.
5. Establishing national sovereignty and rejecting any despotic or authoritarian system.
6. Commitment to the principle of the separation of religion and state (secularism).
7. Equality of citizenship rights for all Iranians regardless of gender, ethnicity, religion, or political orientation.
8. Defending Iran's national independence and confronting separatist movements.
9. Commitment to the provisions of the Universal Declaration of Human Rights and other international instruments relating to freedom and justice.
10. Combating racism, ethnic, religious, and gender discrimination, and any form of structural oppression, in Iran and throughout the world.
11. Commitment to a national system of governance in the form of the Iranian Empire, as the historical and cultural embodiment of Iranian sovereignty.
12. Cooperating with other nationalist parties and institutions toward achieving popular sovereignty.
13. Achieving the definitive transition away from the Islamic Republic regime and establishing a new system founded on the will of the Iranian nation, brought about through free, transparent, and national elections.
Objective: A Structure Grounded in the Foundations of National Sovereignty (Land and Blood)
Iran Paad regards Iran's national sovereignty as a system formed upon the unbreakable bond of "land," "blood," and "culture." This system, which arises within the tradition of the Iranian Empire, rests upon four foundations:
1. The Foundation of Land
Defending the land of Iran, its territorial integrity, historical borders, and geographic identity is a sacred duty. Iran is not merely a geographic expanse, but the embodiment of the nation's historical memory and ancient culture, and of the Iranian people's will to live together.
2. The Foundation (Principle) of Blood
Defending the rights of the Iranian nation, human dignity, and the cultural identity and historical lineage of Iranians is among the pillars of legitimacy of any sovereignty. Iranian blood carries historical consciousness and national honor.
3. The Foundation of the Unity of Land and Blood
The land of Iran and the blood of Iranians are intertwined. This unity has given rise to a great civilizational heritage, passed down from generation to generation and manifested in our language, literature, art, and ideals.
4. The Foundation of the Iranian Nation's Global Responsibility
The Iranian nation has always stood against the domination of colonialism, tyranny, and reactionism. Fulfilling this nation's historical role on the world stage is a cultural and humanitarian mission that must be pursued with pride.
Iran Paad believes that the country's sovereign, by striving to realize these principles, advances along the path toward the contentment of the nation and the honor of Iran.
Membership and the General Assembly of Iran Paad
Membership in the Organization
Any person of Iranian descent, at least eighteen years of age, who believes in the fundamental principles and ideals of Iran Paad, accepts the organization's Membership Oath, and has no intellectual, financial, or organizational affiliation with institutions of the Islamic Republic of Iran, may begin a 3-month probationary membership. Upon completing this period and receiving the approval of the Central Council, the individual becomes a permanent member and joins the organization as an official member.
Members are entitled to the following rights:
- Participation in organizational activities and presence in executive bodies;
- The right to vote in organizational meetings;
- The ability to run for candidacy in the organization's decision-making bodies;
- Access to official information and internal training programs.
Members are likewise obligated to:
- Abide by the Charter and the resolutions of the organization;
- Strive to preserve the confidentiality of internal organizational matters;
- Remain bound, upon leaving the organization, by the ethical and disciplinary obligations pertaining to their period of membership.
Termination of Membership in the Organization
Membership in Iran Paad — Cultural-Political Organization is terminated under the following circumstances:
1. Voluntary resignation:
A member may resign from the organization at any time by submitting a written request. This resignation must be reported to the organization's Secretariat.
2. Violation of the organization's principles:
In the event of a clear violation of the organization's fundamental principles, Membership Oath, or Charter, the Arbitration Committee may, after careful review and while observing the right of defense, issue a ruling suspending or terminating membership.
3. Unjustified absence from activities:
Sustained absence from meetings without prior notice, or failure to effectively participate in accepted duties, may, after a written warning, result in the suspension of membership.
4. Cooperation or contact with institutions of the Islamic Republic or institutions rejected by Iran Paad:
Any open or covert cooperation with institutions affiliated with the Islamic Republic of Iran, or with institutions rejected by Iran Paad, shall result in the immediate and permanent termination of membership.
5. Death of a member:
In the event of a member's death, membership terminates automatically.
6. Expiration of the probationary membership period:
Failure to receive final approval following this period may likewise result in the termination of membership.
Note: In all cases except clauses 1 and 5, the final ruling on termination of membership is made at the discretion of the Arbitration Committee, subject to final approval by the Central Council.
General Assembly
The General Assembly is regarded as the highest decision-making body of Iran Paad and is composed of all official members. The duties and powers of the General Assembly are as follows:
- Determining the organization's overarching political and cultural policy;
- Adopting or revising the Charter and other foundational documents;
- Electing the members of the Central Council;
- Approving financial reports and operational plans;
- Electing the members of the Arbitration Committee.
General and specialized planning and decisions are formulated in working groups and are submitted to the General Assembly for final approval.

Membership Oath of Iran Paad — Cultural-Political Organization
I, with full awareness of Iran's historical, political, and cultural circumstances, and with belief in the ideals of freedom, unity, and the honor of the great Iranian nation, hereby declare my membership in Iran Paad — Cultural-Political Organization.
I believe in national sovereignty, democracy, and the preservation of Iran's territorial integrity, and I hold the conviction that the realization of these ideals will be possible within the framework of Iranian governance and the Iranian Empire.
I pledge (commit myself) that I will:
- Strive with all my strength, together with my fellow members, to establish these ideals;
- Abide by the Charter, the fundamental principles, and the official resolutions of the organization;
- Preserve the organization's internal secrets and matters, both during my membership and after its conclusion;
- And, as a responsible and dedicated member, walk steadfastly along the path toward Iran's advancement and the freedom of my nation.
Central Council of Iran Paad
1. Composition and Structure
- The Central Council is the organization's highest executive and supervisory body and consists of 9 official members.
- Council members are elected from among the membership for a term of 2 years, by direct or indirect (virtual) vote.
- Responsibility for all executive, strategic, and organizational affairs rests with the Central Council.
2. Duties and Powers of the Council
- Formulating the organization's executive policies on the basis of the resolutions of the General Assembly
- Overseeing the performance of the Secretary-General and the secretaries of the branches and committees
- Reviewing and approving the budget, periodic reports, and operational plans
- Appointing and removing the Secretary-General (when necessary)
- Approving internal and organizational bylaws
- Reviewing membership applications or proposals from affiliated institutions
Note: Upon the election of its members, the Council will select one of its own to serve as head of the organization's Secretariat.
3. Meetings of the Central Council
- Regular meetings are held weekly on Sundays, outside Iran, at 10:00 a.m. U.S. West Coast time (California) — equivalent to 11:00 a.m. Toronto time and 5:00 p.m. Central European time — via an online platform (such as Zoom).
- A meeting is considered valid with the presence of at least half of the Council's members plus one.
- The agenda must be sent to members at least 24 hours before the meeting.
- Meetings may be recorded at the Council's discretion.
- In the event of three consecutive unexcused absences, the matter will be reviewed by the Council.
- Monthly meetings will also be held as needed, at the invitation of the Secretary-General.
Secretary-General of the Organization
1. Election
- The Secretary-General, the organization's official spokesperson, is elected for a term of two years at the first meeting of each new term of the Central Council, by vote of the Council's members.
2. Duties of the Secretary-General
a) Overseeing all of the organization's executive and administrative affairs
b) Implementing the resolutions of the Central Council and pursuing the realization of strategic goals
c) Coordinating with the secretaries of the Regional Branches around the world
d) Maintaining ongoing oversight of and communication with the committees, and reporting their performance to the Council
e) Officially representing the organization in relations with the media, institutions, and international organizations
3. Special Provisions
- In the event of the Secretary-General's incapacity or resignation, the Central Council is obligated to appoint a replacement.
- The Secretary-General may appoint a deputy or advisor for specific matters.
- A portion of these duties may be delegated to deputies or branch secretaries.
- The Central Council has the right to regularly review and evaluate the performance of the Secretary-General.
Advisors and Consultants of the Organization
Iran Paad may select individuals from among scholars, specialists, and experts in various political, legal, cultural, media, military, and managerial fields to serve as consultants or advisors.
1. Consultants are selected from among individuals with recognized expertise and experience, and their role is to provide perspective and advice to the Central Council and the Secretary-General of the organization.
2. Consultants do not have voting rights, unless they have also become official members of the organization through the General Assembly.
3. Consultants may be invited to meetings of the Central Council only at the request of the Secretary-General and with the approval of a majority of the Council's members.
4. The fields of expertise and duration of cooperation of consultants are determined in writing by mutual agreement of the parties.
5. Consultation with these individuals is not binding, but may be relied upon as part of the decision-making process.
Arbitration Committee of Iran Paad
1. Definition and Status
The Arbitration Committee of Iran Paad is an independent and impartial body possessing internal judicial competence, responsible for examining disputes, complaints, and disciplinary violations, and for interpreting disputed provisions of the Charter. This committee is accountable to the General Assembly, not the Central Council, and has complete independence in reaching its decisions.
2. Composition and Election
- This committee consists of at least three principal members and, when necessary, one alternate member.
- Committee members are elected by direct vote of the organization's members from among official members of good standing who possess legal, ethical, and organizational qualifications.
- The term of membership on the Arbitration Committee is two years, and the re-election of members is permitted.
- Simultaneous membership on the Arbitration Committee and the Central Council, or any other executive body of the organization, is not permitted.
3. Duties and Powers
- Reviewing official complaints by members regarding the conduct of other members or the decisions of the organization's bodies
- Arbitrating internal disputes and issuing final rulings based on the Charter and the bylaws
- Investigating disciplinary violations and recommending the suspension or revocation of membership to the relevant bodies
- Overseeing compliance with the organization's fundamental principles in its organizational processes
- Providing official interpretation of ambiguous or disputed provisions of the Charter at the request of the Central Council or the General Assembly
4. Review Procedure
- All complaints must be submitted to the Arbitration Committee in writing and with supporting documentation.
- The committee is obligated to provide the full right of defense to the parties involved in a case.
- The ruling of the Arbitration Committee is final and binding, unless the General Assembly, in an extraordinary session, votes to review it.
Charter Compliance Oversight Committee of Iran Paad
The Charter Compliance Oversight Committee is composed of 3 members, elected by vote of the General Assembly for a term of 2 years to oversee the proper implementation of the Charter.
Administrative and Organizational Structure of the Organization — Subsidiary and Organizational Structures
In order to expand the scope of its activities, increase efficiency, and organize its affairs along specialized lines, Iran Paad may establish and administer the following subsidiary structures:
1. Regional Branches (Country Offices)
- An official branch of the organization may be established in any country or region where a sufficient number of active members are present.
- The head of a branch is appointed by the Central Council in consultation with the members of that region.
- The branches are responsible for implementing approved policies and programs at the regional level and providing feedback to the Central Council.
2. Specialized Committees
- Specialized committees may be formed in fields such as media, education, international relations, legal affairs, women's affairs, youth affairs, historical and cultural research, military affairs, and information technology.
- Members of these committees are either appointed by the Central Council or chosen as volunteers, and operate under the Council's supervision.
- Each committee is obligated to submit periodic performance reports to the Council.
3. Divisional Secretaries
- The Central Council may appoint a responsible secretary for each committee or Regional Branch.
- Secretaries are responsible for internal coordination, managing activities, and submitting documented, regular reports to the Secretary-General.
4. Temporary Executive Bodies
- The Central Council may, when necessary, establish temporary bodies or working groups to advance specific projects.
- These bodies are automatically dissolved upon completion of their defined mandate.
Amendment of the Charter
1. Any change, amendment, or revision to the provisions of this Charter is submitted to the organization's General Assembly by the Charter Compliance Oversight Committee, and is possible only through the organization's General Assembly, with the affirmative vote of at least two-thirds of the members present at an official session.
2. Amendment proposals may be submitted by:
- The Charter Compliance Oversight Committee,
- The Central Council,
- The Arbitration Committee,
- Or at least one-third of the organization's official members.
3. All proposals to amend the Charter must be communicated to all members at least 14 days before the date of the General Assembly meeting.
Dissolution of the Organization
1. The decision to fully dissolve the organization falls within the exclusive competence of the General Assembly and is possible only with the affirmative vote of three-quarters (3/4) of the members present at an extraordinary session.
2. If dissolution is approved, the General Assembly is obligated to elect a board composed of three trusted members of the organization to serve as the liquidation board.
3. This board is responsible for:
- Settling the organization's assets;
- Determining the disposition of official documents and archives;
- And providing a final report to the members.
4. The disposition of remaining assets following settlement must accord with the organization's cultural, national, and non-governmental objectives, and must be transferred to institutions that operate in line with the fundamental principles of Iran Paad.
Objective of Iran Paad After the Liberation of Iran
Structural transformation: Following the liberation of Iran and the return to the homeland, Iran Paad will work to transform from its current form into an effective political party in order to participate in determining the country's political destiny and in pursuing political power. The party's name will be chosen at a future date.
